Sheriff Owens (Arnold Schwarzenegger) is a man who has resigned himself to fighting petty crime in a sleepy border town on the Mexican border after leaving his job with the LAPD following a botched operation in which he suffered a setback and his partner was maimed. After a spectacular escape from a convoy of FBI prisoners, the hemisphere's most notorious and wanted drug kingpin races at 200mph to the border in a specially equipped car with a hostage and a ferocious army of gang members. It turns out he's heading straight for Summerton Junction, where all American law enforcement will have one last chance to confront and apprehend him before he slips across the border for good. Owens, reluctant at first to join the action and then being counted out due to the perceived incompetence of his small-town forces, finally accepts the responsibility of facing him...
