At the beginning of the 20th century, China was struck by a major crisis. The country was divided into rival factions, the common people were starving, and unpopular political reforms only worsened the situation. For over two hundred years, the Qing dynasty had ruled the empire, and at that time, it was represented by a seven-year-old emperor — naturally, others ruled in his place. After years of unquestioned power, the people began to openly rebel. The ruling military leadership decided to form a new army capable of crushing any signs of uprising in their early stages. However, weapons were extremely expensive, and funding was hard to come by.
