John (Scott Adkins) awakens from a coma to find that his wife and daughter have been murdered in a brutal robbery of his home. Scenes of the attack haunt him constantly and he vows to kill the man responsible: Luc Deveraux (Jean-Claude Van Damme). As John tries to piece together reality from his shattered memories, things get complicated when a relentless Universal soldier named Magnus (Andrei Arlovski) starts stalking him. Meanwhile, Deveraux and another surviving soldier, Andrew Scott (Dolph Lundgren), prepare to fight anarchy and set about building a new order that will be run by universal soldiers without government interference.
