In a secret US government lab, experiments are underway with a strange amphibious monster found in the Amazon. Very little is known about it - it is worshipped as a god by the natives, can breathe in the air and underwater, resembles a human and is considered a dangerous creature. It is kept in a laboratory and ruthlessly studied by ambitious government agent Richard Strickland (Michael Shannon). He treats him more like biological material than a living being. His experiments have no regard for whether the subject of his research will remain alive.
Elisa (Sally Hawkins), a mute cleaner, works in the same lab and when she accidentally encounters a trapped creature, she is able to establish a communication with it that requires no words. All they need are gestures and emotions. Elisa doesn't see him as a dangerous monster, she feels his terrible loneliness first and foremost. It's also because this mysterious creature has one basic quality of water. As water takes on the shape of a vessel, so too does this aquatic creature take on the characteristics of everyone it encounters, reflecting its aggression and loneliness or unconditional love.
As a result, a strong bond is formed between him and the receptive Elisa. When further brutal attempts threaten, Elisa understands that it is time to escape together. And since we're in the 1960s, it won't be without the involvement of Soviet spies...
