In the town of Punysutawney, a traditional festival is held every February 2 at dawn. With the help of the local mascot, Phil the groundhog, it's time to find out when spring is about to begin. This curiosity is filmed and commented on for several years by the TV meteorologist Phil, the namesake of the popular groundhog. The blasé snob and cynic is bored by the affair and insists on an immediate return, which is prevented by the snow calamity. Phil declines an invitation from his young producer Rita to a party at a local hotel and retires to bed.
He wakes up in the morning and it is February 2 again - a ceremony that needs to be filmed. Time has stopped and the only one who realises it is Phil. At first he is taken aback by the situation, then becomes cynical, but as the events of February 2 keep repeating themselves, he begins to use his knowledge of what will happen that day to benefit those around him as well. Phil's character changes and he gains Rita's sympathy. When they wake up together one day, a new day is upon them...
