A police detective named Marion Cobretti, called Cobra (Sylvester Stallone), is assigned to cases that other officers refuse. Now he is on the trail of a maniac who has committed multiple murders with an axe. Model Ingrid (Brigitte Nielsen) drives through an underpass one day, where she spots a suspicious van and a man whose face she remembers. Little does she know that she has just encountered members of a large group of mentally ill people who are working their way towards a "new order", as they call their ideology, destroying the weak so that the strong can live.
