FBI sharp guy Johnny Utah (Reeves) secretly goes undercover among the wacky California surfers to track down the 'Ex-Presidents' - an armed band of bank robbers... His equal opponent is Bodhi (Swayze), a superb diver and surfer whose drug of choice is adrenaline and whose pleasure is to take deadly risks.
Utah seeks the truth, Bodhi seeks his ultimate wave and the greatest possible risk. The two are so caught up in their rivalry that they put their sanity, their pride and their lives on the line. Disaster must await them at the end of this deadly roller coaster.
