The Japanese archipelago, twenty years from today. Canine influenza has reached epidemic proportions, with an outbreak in the city of Megasaki. It threatens to jump from canine carriers to humans. Mayor Kobayashi is calling for an immediate quarantine. That is, the removal and isolation of all stray and domestic dogs. By official decree, a nearby island used as a garbage dump becomes a canine exile colony. It becomes Dog Island. Six months later, a single-engine, miniature Junior-Turbo Prop aircraft makes an emergency landing on this abandoned landfill. A pack of five hungry and wild dogs discover a 12-year-old pilot in the wreckage. He is Atari, an orphan whose foster father is Mayor Kobayashi. Atari, with the help of his new canine friends, begins to search for his lost dog, Blob, and in the process uncovers a plot to eliminate all the dogs of Megasaki...
