The title hero of this family comedy is an intelligent parrot named Paulie, who has learned to speak. He tells his life story to a Russian immigrant, Misha, a janitor at Dr. Reingold's company building, who is experimenting with Paulie. When he was still a little bird, he was given to a little girl named Maria, who couldn't pronounce words properly. They became great friends, but when the Alweather family later moved to Los Angeles, they didn't take Paulie with them. They said that little Maria couldn't distinguish fantasy from reality and claimed that her bird friend really spoke.
