Lieutenant Marion Cobretti, known as Cobra (Sylvester Stallone), is assigned the cases that other police officers refuse to take. Now he is tracking a maniac who has committed multiple axe murders. Model Ingrid (Brigitte Nielsen) drives through an underpass where she spots a suspicious van and a man whose face she memorizes. She has no idea that she has just encountered members of a large group of mentally unstable individuals carving their way toward a “new order,” as they call their ideology, eliminating the weak so the strong may live.
