Notorious real estate tycoon Alonzo Hawk plans to build a giant 130-story shopping center in San Francisco. The only thing standing in his way is an old 1892 firehouse building, home to Mrs. Steinmetz, flight attendant Nicole Harris, the retired Volkswagen Bug Herbie, and cable car number 22.

Hawk tries to evict Mrs. Steinmetz several times, but without success. Even his lawyers fail. Therefore, the tycoon sends his nephew Whitfield, a newly graduated lawyer, to deal with her. However, when Whitfield discovers what kind of man his uncle really is, he wants to head back to Missouri. Mrs. Steinmetz naturally refuses to give up her beloved firehouse and decides to stand up to Hawk. And Herbie is definitely not going to leave her to fight this battle alone...
