Tony Montano manages to leave Cuba during the 1980 Mariel exodus. He finds himself in a refugee camp in Florida, but his friend Manny has a way out: they undertake a hit for hire and arrange to get a green card.

Soon he's working for drug dealer Frank Lopez and shows his skills when a deal with Colombian drug traffickers goes bad. He also brings a new level of violence to Miami. Tony protects his younger sister, but his mother knows what he does for a living and disowns him. Tony, however, is impatient and wants everything, including Frank's empire and his mistress, Elvira Hancock. However, once Tony gets to the top, he becomes a target because of his outrageous actions and everything begins to fall apart...
