Mitch (Dwayne Johnson) is a man like a mountain with a strong moral compass and a 100% passion for the job of water rescue. He's just the complete opposite of Matt Brody (Zac Efron), a former successful Olympian whose fame has gone so far to his head that after an endless series of screw-ups, he has to do a few dozen hours of community service as a lifeguard under Mitch's command. Matt, however, has an ego as strong as his biceps, and he doesn't take even such warnings of doom too seriously. Instead of watching over the beach bums, he stares unapologetically at the cleavage of another newcomer to the team, the gorgeous but aloof Summer (Alexandra Daddario). Under different circumstances, Mitch probably would have taken him on, only now he doesn't have time to do so, as problems have started piling up at the beach. Now the sea washes up a bag of drugs, now a dead body... And with the local police blatantly ignoring everything, the lifeguard crew embarks on a punitive expedition that can't end well unless one of its members stops sabotaging everything...
